Dear Hempstead ISD Families & Staff,
I hope this email finds you well and enjoying the final days of summer break. As we prepare to embark on a new school year, I want to take a moment to share some important information regarding a significant change in the law that impacts our school districts' approach to address e-cigarette use on school premises.
The Texas legislature recently passed a new law (House Bill 114) that requires school districts to implement mandatory Disciplinary Alternative Education Program (DAEP) placement for students found in possession of, using, selling, giving, or delivering e-cigarettes on school grounds or at any school-related event. The law aims to address the growing concern of e-cigarette usage among students and promote a healthier, safer environment for all members of the school community.
Our priority is to create a safe learning environment for all students, and we are committed to upholding these standards in the upcoming academic year.
Beginning Monday, August 28, the first day of school, our district will be fully enforcing this new law. This means that any student caught violating the new law relating to e-cigarettes will be subject to immediate DAEP placement, as mandated by state law. The DAEP program serves as an alternative to traditional suspension, providing students with an opportunity to address their behavior while continuing their education in a structured setting.
Our ultimate goal is to ensure the safety and success of every student. This is a proactive step toward fostering an atmosphere where our students can thrive academically, emotionally, and socially.
We encourage your support in reinforcing the importance of responsible behavior and having open discussions with your children about the risks associated with e-cigarette usage. By setting clear expectations, we can work together to prevent any unnecessary challenges and ensure a smooth and successful school year.
We appreciate your partnership and shared commitment to providing a safe and nurturing environment for our school community. If you need assistance in talking to your child about the dangers of vaping, or your child is in need of support to quit vaping, we encourage you to access the following resources provided by the Anti-Vaping Truth Initiative.
Please feel free to reach out to your child's campus if you have any questions or concerns about the implementation of this new law or how it may affect your child’s educational experience.
Thank you for your understanding and support. We look forward to welcoming our students back on Monday, August 28 for another year of learning and leading.
With Bobcat Pride,
Herbert O’Neil
